The first idea for the internet was for it to be a resource where information could be shared and accessed easily, much like a virtual library. The internet has developed in leaps and bounds from these early expectations and has changed the way people in the world are educated, the way they communicate, work and live and function in society. Leonard Kleinrock is credited with the initial creation of the internet, but his early vision for it was nowhere near what it has become today.

In 1962, J.C.R. Licklider first came up with the idea of a set of inter-linked computers that would be able to access data quickly and from any site, this idea proving to be very accurate with what the modern internet has turned out to be. The internet’s policy of open access and use, combined with the ability to communicate with immense numbers of people, has lead to some problems in the modern society as people have abused this privilege. In response to these problems, internet regulation has been a hotly debated topic and this essay sets about discussing the question of whether or not the internet should be regulated, with reference to, and critical analysis of, the advantages and disadvantages the internet has and the ethical implications regulation would have on modern society. The procedural implications of implementing control measures is also discussed with reference to the vastness and massive growth rate in relation to several groups that play their part in the operation of the internet.
